permit criteria

Day-Old Poultry Permit Guidance in the SES, SBS and STS Includes:

  1. Chicks are moving from a hatchery that has a national premises identification number and that receives eggs from breeder flock(s) in the Control Area designated as Monitored Premises,
  2. Truck & driver biosecurity is implemented,
  3. Product-specific biosecurity as described in individual plan
  4. Chicks/poults are placed under 21-day quarantine at destination premises (quarantine may be released after 21 days, at the discretion of the appropriate regulatory officials, with no further testing if there are no unexplained clinical signs and no unexplained mortality),
  5. At onset of outbreak, initial testing of all breeder flocks located in the Control Area with eggs in hatchery egg room (but not necessary if eggs in incubators/hatchers) should have 2 negative PCR tests per house before any chicks move.
  6. Once Control Area and breeder flock testing is established, thereafter only chicks/poults from breeder flocks designated HPAI Free or Monitored Premises may be moved from a hatchery within the Control Area.

Birds to Market Permit guidance in the SBS and STS Includes:

  1. Poultry are moving from a premises that meets the criteria for a Monitored Premises designation and has a national premises identification number,
  2. A Pre-Movement Isolation Period (PMIP) is established as defined in the specific plan, and for the duration defined for the type of movement requested,
  3. Product-specific biosecurity as described in the individual plan (either the Secure Broiler Supply Plan or the Secure Turkey Supply Plan) is implemented
  4. The route to processing is acceptable,
  5. Load out and live haul biosecurity is implemented,
  6. RRT-PCR tests on two pools of swabs from dead/sick birds are negative- either 2 PCRs collected on 1 day within 24 hours of move; or 1 PCR collected on 2 consecutive days prior to move where at least 1 PCR taken within 24 hours of move, and any positive supplemental antigen capture results reported to the Incident Command.

Hatching Egg Permit Guidance in the SES, SBS and STS Includes

  1. Hatching eggs are moving from a premises that meets the criteria for a Monitored Premises designation and has a national premises identification number
  2. Truck & driver biosecurity is implemented,
  3. Product-specific biosecurity is implemented
  4. Eggs held for two days may move after RRT-PCR tests on two 11-bird pools of swabs from dead/sick breeder birds are negative- either 2 PCRs collected on 1 day within 24 hours of move; or 1 PCR collected on 2 consecutive days prior to move where at least 1 PCR taken within 24 hours of move.
